91 Ukrainian Companies Remove Russian Ownership and Continue Operations in 2025

At the start of 2025, ninety-one Ukrainian companies managed to rid themselves of the Russian footprint in their registration documents, and now they continue to operate under a new legal regime. Of these, more than 88 are already active on the market, and some even participate in public procurement. Such data is provided by the OpenDatabot platform, which tracks registration changes in Ukraine.

According to the analytics service, since the start of the full-scale invasion, 714 companies have had their Russian owners removed. Of this group, 91 entities retained their legal status: 88 continue to operate, and 3 are at the winding-down stage. This indicates that registration changes are indeed taking place, but the majority of enterprises remain in operation.

The regional distribution of these enterprises roughly mirrors the country’s population distribution: nearly a third are located in Kyiv – about 30 companies. Next come Odesa Oblast (9 companies), Kharkiv, Lviv, and Vinnytsia Oblasts – seven companies in each of them.

In terms of sectoral structure, among the companies that shed the Russian footprint, retail formats predominate: wholesale trade – 15 enterprises; real estate – 13; retail trade – 8; fisheries – 6; there are also representatives from the IT sector and consulting companies – 5 each.

Regarding financial indicators, 38 enterprises removed Russian owners and have turnover up to 10 million UAH; 10 companies – from 10 to 100 million UAH; 4 – over 100 million UAH, and 39 participants did not submit financial statements. Among these companies are entities actively working on public procurement: notably Tatneft-AZS-Ukraine won 43 tenders totaling over 6.8 million UAH, MIRECTS – 4 tenders for about 122 thousand UAH, VK Service Plus – 1 tender for almost 57 thousand UAH.

Earlier, OpenDatabot appealed to the Ministry of Justice regarding the legality of re-registrations. As a result of checks, only a few actions were taken, but 8 registration changes were deemed illegal. Ukraine has a moratorium on changes to registration data in companies with Russian owners; however, certain categories of Russian citizens can make changes – those who legally reside in Ukraine or hold up to 10% of the charter capital. If the changes were illegal, this indicates that Russian business continues to operate in Ukraine, circumventing the established restrictions.
