Luhansk governor Serhiy Gaiday said Russian shelling targeted a building sheltering civilians. According to the first reports, the airstrike claimed lives of at least 3 people while 7 were left wounded. The workers are on the site sorting out the rubble, said the governor. Earlier this week, Russian shelling
