The occupying representatives of the Crimean parliament addressed the State Duma of the Russian Federation with an initiative to ban the public performance and display of the works of so-called foreign agents, and to introduce administrative liability for violations. The information is reported by RIA Novosti citing the words of the parliament’s head Volodymyr Konstantinov.
According to Konstantinov, the appeal has been sent to the State Duma and will be considered by the relevant committee. The idea envisages changes to the existing legislation aimed at restricting the public use of works by foreign agents and establishing administrative liability for violations.

Earlier Konstantinov had already stated that the occupying “Parliament of Crimea” was drafting a letter to the State Duma asking to ban the public performance, display, broadcasting, distribution, and posting on information and telecommunications networks, including the Internet, of works by foreign agents.
He notes that provisions are proposed to be added to the current Russian legislation to ban the public performance and display of works by foreign agents, and to consider the possibility of introducing administrative liability for violations.
Recall that from September 2025, in Russia and on the occupied peninsula, foreign agents are barred from engaging in educational and outreach activities. And from May 2025 they were prohibited from running for elections at any level, serving as observers, and acting as trusted representatives for candidates.
In the occupied Crimea, journalist Lutfiye Zudiyeva became the first person Russia added to the foreign agents register. Her name appeared there in May 2025 under number 984. Currently the register of the Russian Ministry of Justice lists more than 1,050 individuals and organizations with that designation. This trend strengthens control over creativity and the information environment in the region, raising concerns among human rights defenders and media professionals.
Such steps indicate a tightening of restrictions on freedom of expression and attempts to influence the media landscape, which requires vigilance and comprehensive monitoring by civil society and the international community.
