Former Democratic Congresswoman from Virginia, Elaine Luria, announced the start of her campaign to return to Congress, aiming to reclaim control of one of the state’s key districts. She plans to capitalize on the expected favorable trends in the upcoming midterm elections to strengthen the Democrats’ position on Capitol Hill.
“I can’t sit idly by and watch Republicans in Congress create chaos, failing to address rising costs of living and issues that matter to Virginians along the coast. Virginians are seeking change, and I look forward to returning to work for Hampton Roads.”
As a U.S. Navy veteran, Luria was among Democrats with national security experience who were elected in the 2018 midterms, becoming part of the political landscape amid the backlash to the Donald Trump administration.
She lost her seat four years later to Republican candidate Jen Kiggans, during the period when Republicans gained control of the U.S. House of Representatives during President Biden’s term.
The Virginia Democrats scored new wins in three of the state’s most influential statewide offices this month, and the influence of their supporters is growing in the House of Delegates. National Democrats express optimism that Trump’s overall unpopularity could help retake the House, particularly through district flips in Democratic-leaning states such as Virginia.
Luria could also benefit from potential midterm redistricting being considered by state lawmakers, which could complicate Kiggans’s reelection.
During her previous tenure in Congress, Luria earned a moderate reputation, becoming part of a circle of moderates in national security alongside Mikie Sherrill and Abigail Spanberger, who recently won gubernatorial posts in New Jersey and Virginia.
She also served on the House Committee that investigated the January 6 Capitol attack, accusing Trump of “dereliction of duty”.
The 2nd District of Virginia now covers a large southeastern portion of the state, including the area around Norfolk, where the naval base has a significant presence.
Analysts note that Luria’s campaign blends national-security experience with a drive for constructive reform and the potential to capitalize on regional political shifts in future elections.
