Estonia Commits €10 Million to NATO PURL Initiative Supporting Ukraine Defense

Estonia has announced €10 million for the PURL initiative, which coordinates the delivery of U.S. weapons to Ukraine using resources from European countries. This information was disclosed by Estonia’s Minister of Foreign Affairs Margus Tsahkna on X.

According to the minister, the funds are intended for the rapid strengthening of Ukraine’s defense under the NATO PURL initiative. He stressed that Russia shows no signs of a willingness to pursue peace, continuing attacks on the front lines and airstrikes against Ukrainian cities, so Ukraine needs swift support to protect civilians and hold its positions.

About the PURL program and its scope

As part of cooperation between the United States and NATO, the Priority Ukraine Requirements List (PURL) was agreed. This approach envisions supplying U.S. weapons to Ukraine through contributions from European member states, identifying key defense needs and strengthening deterrence of aggression. NATO Secretary General Mark Rutte emphasized that Kyiv can expect substantial deliveries of air defense systems, missiles, and ammunition.

According to official sources, Denmark has already allocated about 580 million Danish kroner, Sweden about 275 million dollars, Norway about 135 million dollars. Earlier, the Netherlands funded the first aid package under PURL to the tune of €500 million; Germany also joined the program.

On September 18, a NATO representative said that the first military equipment provided under the U.S.-NATO agreement within PURL has arrived in Ukraine, and further deliveries are expected in the near future.

After meeting with NATO Secretary General Mark Rutte on September 24, President Volodymyr Zelensky noted that within two months since the start of PURL its funding had already reached $2.1 billion. Rutte emphasized the importance of involving more countries and increasing the contributions.

The deployment of PURL allows the army to be equipped more quickly with modern weapons and fuel and ammunition reserves, reducing the time needed for coordination and funding. Estonia remains an active ally, underscoring the value of joint efforts to deter aggression and protect civilians. An increase in participating countries and an expansion of the range of systems in the delivery packages are expected.
