As stated on the Council of the EU website, security and defence of the Union are on the agenda for discussion at the informal EU leaders’ summit in Copenhagen.

The European Commission proposed four key components of Europe’s security to the member states. The document explains that the prepared package will contribute to strengthening the continent’s security through complementary initiatives.

The main part of the proposal forms four flagship projects: the European Drone Wall, Eastern Flank Surveillance, the Air Defense Shield, and the Space Defense Shield. They should be implemented as an integrated package that strengthens the EU’s common defense and stability.

The document emphasizes that these projects will be available to all member states that wish to join. Significant attention is given to protecting critical infrastructure, border management, and internal security.

“It is proposed to launch a series of initial European flagship preparation projects that will contribute to Europe’s security as a whole, while reinforcing one another: the European Drone Wall, Eastern Flank Surveillance, the Air Defense Shield, and the Space Defense Shield”

Implementation plan and coordination

The document emphasizes that participating countries will be able to submit proposals for additional flagship initiatives. Such initiatives will become the engine for joint realization, allowing alignment of goals, task distribution, and use of national budgets at the European level.

It is expected that by spring 2026 the Commission and the High Representative will agree on coordination mechanisms with member states and other EU actors to ensure effective interaction among countries within the proposed package.

“Given the ongoing military aggression against Ukraine and the recent increase in airspace violations by member states, two flagship projects – the European Drone Wall and the Eastern Flank – require particular urgency and must be implemented as soon as possible”

– European Commission

According to the Council of the EU, EU security and defense remain at the center of attention at the informal leaders’ summit in Copenhagen, which recently took place, and cooperation among countries is further shaping to strengthen the continent’s collective resilience.
