Former Turkish Ambassador on Global Security Transformation and New Power Balance

In an interview with the former Turkish ambassador to Ukraine, who currently serves as deputy chairman of the UN Committee Against Torture, Erdogan Ishjan shared his views on transformations in the global security system and the new balance of power.

“The global security architecture is undergoing a process of comprehensive transformation. The balance of power is changing. The concept of the supremacy of international law is gradually eroding. We are witnessing the emergence of new global actors. It seems a multipolar system and a new balance of power are forming.”

A Multipolar Security System and the New Balance of Power

The diplomat notes that the international security system, created after World War II, was based on a delicate balance among the leading states and on upholding the supremacy of international law enshrined in the UN Charter. However, a series of crises and challenges has led to significant changes in the global architecture and the emergence of new actors on the world stage.

“After the annexation of Crimea, I hoped steps would be taken to prevent a full-scale war. I did not rule out such a scenario as the worst-case option. In my articles up to February 2022, I tried to express this concern, hoping that it would never happen.”

According to Ishjan, the decision to prevent war required two directions: anticipating a possible attack from Russia and Ukraine, as well as joint actions by Western partners that could reduce risks and lessen the likelihood of conflict.

He also emphasizes the importance of active diplomatic dialogue and international cooperation to stabilize the region, with a focus on upholding legal norms and humanitarian law in crisis situations.

In conclusion, the former ambassador expresses a vision for the future: Ukraine should consider creating an international platform to update and strengthen international humanitarian law. Such a platform would enable a rapid response to contemporary challenges, fill legal gaps, and introduce preventive sanctions for violations.
