At the Warsaw Security Forum on September 29, Boris Pistorius, Germany’s Minister of Defense, stated that Germany would deliver two more Patriot air defense systems to Ukraine by the end of 2025, with support from Norway. The event took place during the panel discussion “Winning the War Before the War: European Strategies for Ukraine”.

According to the head of the defense ministry, Russia’s latest actions – more than 580 drones and over 40 missiles – once again underscore the need to strengthen Ukraine’s air defense system. And that is what we are doing now: Germany has already delivered three Patriot systems, and by the end of the year two more are planned to be sent with the support of our Norwegian partners.

Context of Patriot Deliveries

Recent Russian attacks – more than 580 drones and over 40 missiles – again highlighted the importance of strengthening Ukraine’s air defense. And that is what we are doing: Germany has already delivered three Patriot systems. By the end of this year we will provide two more modern Patriot systems with the support of our Norwegian partners

The head of the Ministry also assured that Berlin would remain “steadfast” in supporting Kyiv: Germany spends about 9 billion euros each year on aid to Ukraine in its fight for freedom and sovereignty.

Pistorius emphasized the importance of strengthening Ukraine’s defense industry and active cooperation with Europe in the production and supply of defense equipment.

To better counter future challenges for both Ukraine and Europe as a whole, Europe’s and Ukraine’s defense industries must cooperate much more closely and effectively. We all must ensure sustained support for Ukraine – more decisively and stronger than in previous months. The European Union should back this by providing a significantly more flexible regulatory framework for defense industry in Europe. This is the only way to rapidly scale up production capacity, and thus deliveries to Ukraine

Forum and Future Support for Ukraine

As part of the Warsaw Security Forum on September 29–30, around 2,500 delegates from roughly 90 countries are expected to participate, including heads of government, ministers, senior officials, and experts. On September 27, Ukraine’s President Volodymyr Zelensky announced that Ukraine would receive two Patriot systems this autumn. He also emphasized that Ukrainian skies have already been guarded for a month by Patriot, which Kyiv received from Israel.
