Kramatorsk Housing Destruction and Reconstruction Update 2025

Since the start of 2025, due to strikes by the Russian Federation army on the Kramatorsk community in Donetsk region, 36 residential buildings have been completely destroyed, including one high-rise on Peace Avenue, three buildings shelled on July 31, and 35 private homes. Damages have affected over 1,000 homes. The City Military Administration released these data in response to a request.

Thirty-six residential buildings have been destroyed: one high-rise on Peace Avenue, three buildings shelled on July 31, and 35 private homes. Since the beginning of the year, the CMA has been implementing the reconstruction of two damaged multi-apartment buildings: the five-story building at 54 Yaroslav Mudry Street, which was shelled on March 18, 2022, and was reconstructed in 2025. The total cost of the project is over 46.5 million hryvnias; works on the capital repair of Building No. 4 on Bohdan Khmelnytsky Street are also ongoing. This dwelling was shelled by an X-58 missile on March 14, 2023. According to the city council, the reconstruction project is estimated at over 28.6 million hryvnias.

However, due to a lack of funding, the implementation of works has been suspended, as, because of the aggravation of the security situation and the rapid approach of hostilities to the Kramatorsk community, at present all funds, personnel, and equipment are directed toward defense measures

As of October 15, 2025 – Recovery Needs

According to the city administration as of October 15, 2025, emergency restoration works are needed on 38 residential buildings, major or routine repairs on 31 high-rise buildings are planned to be carried out in the near future. The total cost of works is about 11 million hryvnias.

From October 7 to 14, 2025, Russian forces shelled the Kramatorsk community 14 times and damaged 37 high-rise buildings.

In 2025, the first stage of reconstruction of the high-rise building at 44 Yaroslav Mudry Street was completed.

During the reconstruction, residents did not leave their homes (except those who evacuated of their own accord). The total cost amounted to 5.98 million hryvnias

According to CMA, four roofs on high-rise buildings were repaired for more than 4.4 million hryvnias. Nine more current roof repairs are estimated at about 1.75 million hryvnias.

Recovery works for housing and infrastructure continue in accordance with the contours of the security situation and the city’s financial capabilities to ensure stability of the housing sector during prolonged reconnaissance and restoration.
