Kupiansk Emergency Services Halted; Military Evacuates Injured Residents

As of September 29, emergency services and utilities in Kupiansk are not operating at full capacity; wounded residents are being evacuated by the military.

This was stated by Andriy Kanashyevych, head of the Kupiansk District Military Administration.

The situation on the ground and actions of authorities in Kupiansk

“This has not been functioning properly for a long time: neither utility workers nor any other services. It is being made impossible by FPV drone activity: we have had utility workers killed, and several attacks on ambulances, the police, volunteers, and simply on people walking down the street,”

According to the head, evacuation capacities are currently limited, and civilians who remain in the city are advised not to go outside due to the increased danger; the photo shows a destroyed car.

“We appeal to the military; they are helping. Afterwards they transport the person to a stabilization point, then to the hospital, and then – depending on the person’s condition – they are usually evacuated to Kharkiv,”

“We tell them that if there is contact, of course they should not go outside, not even try to appear outside, because this is very great danger. And during such operations it is better to be in some place that provides at least a little safety. Ideally, of course, to leave, evacuate, and not sit and wait for such a situation,”

“Mostly people are leaving and do not require evacuation assistance, that is, those who have somewhere to stop and live for today. But there are also those who still seek help, who will need housing, particularly in Kharkiv,”

Information about the situation in the region continues to be updated: authorities and relevant services coordinate evacuation, medical support, and housing for those in need. At the same time, locals remain cautious due to the heightened threat.
