The U.S. special envoy to Ukraine, General Keith Kellogg, said that President Donald Trump authorized long-range strikes by Ukraine against Russia, but at times the Pentagon did not grant Ukraine permission to carry them out. He voiced this position in an interview with Fox News.

“I think that, after reading what he said, and also what Vice President Pence and Secretary Rubio said, the answer is yes. Use the opportunity to strike from long range. There are no such things as “safe zones”.”

In this context, discussions have emerged about future steps in international support for Kyiv: whether the United States will strengthen the long-range capabilities of Ukrainian forces, and how this will affect overall security in the region. Administration officials emphasize that decisions remain purely political and operational, depending on threat assessments and international consequences.

Earlier, U.S. Vice President J.D. Vance noted that Washington is considering the possibility of supplying Tomahawk missiles to Ukraine, but the final decision depends on the country’s leader – Donald Trump.

It should be noted that Axios previously reported on Zelensky’s discussions during the United Nations General Assembly meeting about transferring Tomahawk missiles to Ukraine. Also, Foreign Minister Andriy Sibiga said that Zelensky and Trump had a conversation regarding lifting the taboo on supplying weapons to Ukraine during events at the General Assembly.

According to the head of Ukraine’s foreign policy department, Ukraine expressed readiness to act within the necessary bounds and agreements, stressing that the country has strong capabilities to respond to possible attacks from Russia. Such statements within public discussions underscore the importance of diplomacy and a measured approach to deploying military technologies to avoid excessive escalation and preserve stability in the region.

Analysis and outlook for the development of the situation

Experts note that open discussions around the supply of long-range missiles demonstrate a desire by countries to maintain strategic balance, while emphasizing responsibility for potential consequences. Experts agree that any deployment and discussion of such systems must occur within a clear international context and with consideration of risks to civilians and critical infrastructure.

At this time, experts are calling for renewed engagement of diplomatic channels, clear norms, and regulatory frameworks to reduce the likelihood of uncontrolled escalation. Considering geopolitical circumstances, most analysts expect future decisions to be weighed and coordinated among allies, with an emphasis on civilian safety and long-term regional stability.
