The Deputy Minister of Defense of Ukraine, Lieutenant General Ivan Havryliuk, said that the country is expecting additional deliveries of Swedish Gripen, French Mirage, and American F-16s. He spoke about this in an interview for BBC Ukraine.
“Practically, you named the lineup correctly, but I won’t detail when, what, or which.”
“Let’s wait until you see them in the air over Ukraine, then you’ll understand.”
He also noted that starting this summer, weapons from the United States have been arriving in Ukraine under the new PURL program, through which European allies buy weapons in the United States and pass them to Kyiv. A number of EU countries and Canada are ready to jointly finance about two billion dollars.
Havryliuk clarified that the first deliveries under the program have already arrived in Ukraine, but the volumes and pace of aid have decreased. “Previously, under the Presidential Aid Packages (PDA), we received help from the United States regularly and in larger amounts. The current system, in which European countries purchase weapons for us from the Americans, requires some time. The more links in the chain, the more time is lost,” explained Havryliuk.
According to the PURL program, Denmark allocated about 580 million Danish kroner; Sweden – 275 million dollars, Norway – approximately 135 million dollars. Earlier, the Netherlands funded the first aid package of 500 million euros; Germany joined the program. On September 18, a NATO representative said that the first military equipment provided for by the agreement between the United States and NATO under the PURL program had arrived in Ukraine. More shipments are expected in the near future.
After meeting with NATO Secretary General Mark Rutte on September 24, Zelensky concluded that two months after the launch of PURL its funding has reached 2.1 billion dollars, and Rutte emphasized the importance of increasing contributions and expanding the number of participating countries in the initiative.
Prospects and Significance of Support
Analysts note that increasing the scale of technical and financial support from allies strengthens the country’s defense and allows faster modernization of the air defense arsenal. Joint efforts to supply modern aircraft and coordination of logistics enhance the readiness of the Armed Forces to meet frontline challenges and strengthen regional security.
