Ukraine Completes EU Legislative Screening Ahead of Membership Talks

The process of screening Ukrainian legislation for compliance with the European Union’s norms will be completed on September 30, 2025, the European Commission spokesperson Guillaume Meurisse said. The information was confirmed by official EU sources during a briefing.

According to European representatives, September 30 is also planned for a joint meeting between Ukraine and the EU to review the results of the screening.

“This again demonstrates Ukraine’s determination, as well as ours, to accelerate as quickly as possible the preparatory work for accession to the EU. Allow me to remind you that we assessed the criteria for opening the first cluster, that is, the roadmap and the action plan regarding minorities in Ukraine. So, I reiterate, we support opening the first cluster.”

Ukraine’s Path to the European Union

On February 28, 2022, President Volodymyr Zelensky submitted Ukraine’s application for membership in the European Union under a special procedure.

In June 2022, at the Brussels summit, the European Council granted Ukraine candidate status. Kyiv must implement a number of reforms related to the rule of law, transparency of government structures, and the fight against corruption. In total, these are seven key reform areas.

Former Prime Minister Denys Shmyhal on September 26, 2023 said that the government had fulfilled all of the European Commission’s recommendations and Ukraine was ready for the next step.

On November 8, 2023, the European Commission recommended that the Council of the European Union begin negotiations on Ukraine’s accession to the EU.

The Council of the European Union on June 21, 2024 confirmed the negotiating mandate with Ukraine, and the negotiations began on June 25 in Luxembourg.

As of today, the screening and the subsequent steps remain a key stage on Ukraine’s path to full EU membership, which requires systemic reforms, alignment with the EU, and a gradual bringing of its legislation closer to European standards.
