Ukraine Conducts First Systematic Attestation of Scientific Institutions

During the forum for World Science Day 2025, the Minister of Education and Science, Oksen Lisovyi, announced that Ukraine has conducted a systematic attestation of scientific institutions funded by the state. According to him, this concerns an assessment of more than 500 scientific institutions and universities operating in various fields of science across six main directions.

Key findings of the attestation and funding

According to the minister, the assessment of the network of state-funded scientific institutions was conducted by more than 2,000 experts, including nearly 200 specialists from other countries, across 37 criteria: human resources, publications, international projects, attracting international funds and experts, and the impact of research on the development of various sectors of society.

Lisovyi emphasized that the attestation results formed the basis of a new model for baseline funding of science. According to him, its main idea is to determine, based on certain criteria, which scientific institutions will receive the largest funds for the continuation and development of research.

It is also reported that the funding formula provides additional coefficients in fundamental areas that require expensive equipment, in order to support priority sectors.

Frontline scientific institutions will receive +20% – this support measure will apply to institutions that show good results, belong to categories A or B, but are operating under difficult conditions due to displacement or active hostilities.

Lisovyi also noted that institutions that do not pass the attestation may be reorganized, at the recommendation of the Ministry of Education and Science.

It is known that the Methodology for conducting the attestation of state scientific institutions and higher education institutions that carry out scientific activity was approved in 2024.

Thus, the conducted attestation opens the path to a more transparent and stable funding for science in Ukraine.
