The Verkhovna Rada of Ukraine has passed a decision to postpone fines for failing to meet bio-component content requirements in gasoline until January 1, 2026. This was made possible by an amendment to bill No. 13134, which was approved on June 18.
Member of Parliament from the “Holos” party, Yaroslav Zheleznyak, reported that 248 deputies voted in favor of this bill.
According to the amendment, the liability for selling gasoline within Ukraine’s customs territory containing less than 5% biofuel will be deferred. However, the requirement for mandatory bio-component content in gasoline remains in effect. Starting May 1, 2025, gasoline in Ukraine must contain at least 5% liquid bio-components, as established by the law “On Amendments to Certain Laws of Ukraine Regarding the Mandatory Use of Liquid Biofuel (Bio-components) in the Transport Sector.” This applies to types of biofuel such as biobutanol, biogas, biodiesel, bioethanol, and biohydrogen.
Exceptions include gasoline with an octane rating of 98 and above, as well as fuel used by the Ministry of Defense and for forming minimum reserves of oil and petroleum products.
From June 1, 2025, biofuel counted toward meeting the mandatory share in gasoline must comply with sustainability criteria.
The transitional phase of increasing fuel excise taxes began on September 1, 2024. By January 1, 2028, the excise tax on gasoline will be 359 euros per 1,000 liters, on diesel fuel – 330 euros per 1,000 liters, and on liquefied gas – 250 euros per 1,000 liters.
For failure to meet bio-component content requirements in gasoline, producers, importers, or fuel sellers will be fined 7 subsistence minimums for every 1,000 liters of gasoline, which as of May 1, 2025, will amount to 21,196 UAH per 1,000 liters.
