Ukraine Establishes Coordination Headquarters to Protect Energy Infrastructure

The Government of Ukraine has created a Coordination Headquarters for the protection of energy infrastructure facilities. Its members include representatives of the Ministry of Energy, Ukrenergo, Naftogaz, the Ministry of Internal Affairs and the State Emergency Service, as well as regional military administrations, public organizations, and infrastructure operators. This was announced by the Minister for Communities and Territories Development Oleksiy Kuleba on Telegram. According to him, the State Agency for Restoration and Development of Ukraine has built more protection than in all previous years – on 22 facilities for which it was responsible.

Participation and Composition of the Coordination Body

“The main decisions today are to accelerate the construction of engineering protection around energy, transport, and life-support facilities. The control over the quality and safety of the works remains, but the procedural part – from approval to contract signing – will be shorter by months”

According to the minister, the new coordination HQ creates a basis for a rapid start to construction and repairs, and ensures uninterrupted operation of the energy infrastructure and rapid restoration of damage.

Ukraine’s Prime Minister Yulia Svyridenko emphasized that, in addition to establishing the Coordination Headquarters, the government also plans to strengthen the protection of critical infrastructure through new mechanisms and financing reforms.

Financial Instruments and Simplification of Procedures

“Update the list of priority expenditures, allowing the Treasury to allocate funds to construction, repair, and protection of energy facilities more quickly; adopt decisions to simplify procedures from approval to contract signing during the construction of engineering protection – quality and safety control is preserved, and procedural timelines shortened”

Moreover, the government plans to direct additional funds from the reserve fund to strengthen and restore critical infrastructure in frontline regions and for Ukrzaliznytsia – generators, batteries, engineering structures.

According to government officials, the new coordination mechanism should ensure quick decision-making and proactive financing to protect the energy sector and support the stability of critical infrastructure across the country.
