On Friday, October 24, the government introduced changes to the procedure for obtaining a deferment from mobilization. From November 1, the extension of the deferment will be automatic if data are available in the relevant registers, and you will be able to apply for it via the “Reserve+” smartphone app or at the Centre for Administrative Services. The Ministry of Digital Transformation and the Ministry of Defense announced these changes.

According to government officials, the main goal is to make the process as transparent as possible and reduce the burden on the Territorial Centers for Recruitment and Social Support so they can focus on mobilization tasks.

According to the agencies, more than 600 thousand Ukrainians will receive an automatic extension of their deferments.

If all data for the deferment are in the registries, the system will extend it automatically – without repeated applications and queues at the TCRS. This pertains, in particular, to people with disabilities, multi-child parents, students, researchers, and other categories defined by Government Resolution No. 560

In addition, the most common types of deferments can be arranged online through the Reserve+ app. Currently, nine categories are available, and two more are expected to be added in November.

It is noted that in the app users receive a digital document with a QR code that can be shown on the phone or printed. The Ministry of Defense emphasizes that both methods have the same legal effect.

For those who cannot use a smartphone or whose deferment type has not yet been added to Reserve+, you can submit an application at the Centre for Administrative Services. The administrator will enter the data into the electronic system via the Diia Portal and forward the application to the TCRS

The changes are intended to make the process of obtaining deferment more convenient and quicker, reduce queues, and give citizens the option to use online tools or in-person consultations at the Centres for Administrative Services.
