Ukraine Launches Telegram Chatbot for Digital Services with Diia Authorization

Telegram launched a chat-bot double of Ukraine’s Minister of Digital Transformation, Mykhailo Fedorov. To start chatting with it, users must authenticate via the mobile app “Diia”. The bot itself is available in the Telegram messenger.

The main task of the chat bot is to offer and inform users about the operation of public electronic services. It asserts that it can discuss Diia, digital services, e-government, and digital transformation issues in general. The bot accepts both text and voice messages.

According to the developers, responses are generated by processing information from open sources. It also warns that it can make mistakes, and notes that during authorization through Diia it does not collect the user’s personal data.

In the ministry’s official channels of Minister Fedorov, it is stated that the bot does not leak data from the minister’s activities – resources are separated: separate profiles on Instagram, Threads, X, and TikTok exist, but without directly following the minister’s channel.

Authorization through “Diia” is a mandatory condition for launching the service, which may create the impression of a single source of access to public services. At the same time, experts emphasize risks of misinformation and manipulation using such tools, especially in the context of the popular Telegram.

Security context and trust in digital services

Telegram remains one of the most popular messengers in Ukraine, but content regulation and accountability for it provoke a long-running debate. There is growing attention to safeguarding the population, particularly regarding restricting political content and countering disinformation on platforms.

In 2024, there were discussions about the risks of recruiting young people through Telegram for acts of sabotage in Europe. Topics also included regulation of access to political content and influence on socio-political processes in the region. In 2025 there were mentions of regulatory steps concerning the activities of IT companies and the possibility of opening Telegram offices in Russia as part of these processes.

Experts emphasize that using a messenger as a tool for national security requires a balanced approach between freedom of speech and protecting the population from manipulation. It is also important to verify official sources and to approach data transmitted through such services with caution.

In summary, the introduced chat bot signals the growing role of digital services in government administration and interaction with citizens. At the same time, it underscores the need for careful handling of authorization mechanisms, source verification, and responsibility for data, as the balance between transparency, security, and freedom of speech in the digital age requires continuous monitoring and discussion by society and regulators.
