Ukraine's Reserve+ App Introduces Online Mobilization Deferral for Caregivers

As reported by the the press service of the Ministry of Defense of Ukraine

In the Reserve+ app, a new option for applying for online deferral from mobilization will appear soon, specifically for parents of children with disabilities and other adult guardians. This information was confirmed by the press service of the Ministry of Defense of Ukraine.

According to the department, beta testing of the new format is underway, which allows submitting an online application via the appropriate form. Participation may be open to parents of a child with a disability up to 18 years old and parents of an adult child with a disability.

The essence of the innovation lies in automating the process: a request is submitted – the system checks data in state registries – after validation the deferral is displayed in the electronic military document. It is reported that the procedure usually takes several hours and does not require certificates or a personal visit to the military enlistment office.

At the moment, through Reserve+, the right to deferral is held by: people with disabilities; students and postgraduate students; parents of three and more children born in the same marriage; families of defenders with a child; husbands or wives of people with disabilities; persons with temporary disability; employees of higher and vocational education institutions.

The Ministry of Defense emphasizes that the service continues to evolve: users will be able to monitor updates and follow the system’s instructions, which are designed to provide fast and convenient access to a deferral without unnecessary bureaucracy.

Future steps and impact on the deferral process

It is expected that implementing the online format for deferral will significantly simplify guardians’ lives, reduce time costs, and ease the workload on military enlistment offices. Plans include expanding the list of categories and additional features for monitoring the status of applications and managing documents in digital format.
