Language ombudswoman Olena Ivanovska does not consider the initiative to introduce language patrols to be advisable, as it could be perceived as pressure. She spoke about this in an interview with Glavkom. The official noted that she held a number of meetings with representatives of various activist groups – “both moderate and those who advocate for decisive action”.
Some of their ideas have been forwarded to the relevant committee that is examining changes to language legislation. However, Ivanovska says, some proposals cannot yet be implemented. For example, the introduction of language patrols.
«Personally, I cannot imagine how to convey such an initiative to society, a significant portion of which has been traumatized by the war. Many people, for various reasons, have not had the opportunity to learn Ukrainian. At the same time, the state today must focus its main resources on funding the defense sector, so it does not have sufficient means to fully provide language programs»
Although part of society is convinced that such decisive measures, including large fines and patrols, could solve all language issues.
«This only makes things worse. And bloggers – despite all due respect for their sometimes useful work, including their linguistic work – quite often stage a chase for hype. It seems to me that an adult, reasonable person should not involve children in language issues in such a way. Because language is not a punishment from God. The Ukrainian language must be earned and must be loved»
According to the official, the task of Ukrainians is to create comfortable conditions for learning the language – “without coercion, without violence”.
Position on language policy and education
Ivanovska emphasizes a responsible approach to language policy: without pressure and coercion, with an emphasis on learning and respect for different groups of the population. She underlines that the state should focus resources on defense, but at the same time continue to work on creating conditions for learning Ukrainian in peacetime.
Key conclusions
The main idea is a balance between supporting language education and respecting different views in society, without coercion, honest dialogues, and without direct pressure from government authorities.
