Ukrainian Parliament Resumes Live Broadcasts to Boost Transparency

On September 16, 2025, the Verkhovna Rada held a plenary session of the 14th session of the 9th convocation. The Rada TV channel provided a live broadcast of the opening ceremony, which marked the first live transmission of a parliamentary session since Russia’s full-scale invasion. The meeting was also available on the channel’s YouTube channel, allowing citizens to follow the Parliament’s work from anywhere in the country.

Since the start of the war, live broadcasts of plenary sessions have been suspended due to security concerns. On July 28, 2025, more than 50 public organizations and media appealed to the Verkhovna Rada demanding the resumption of online broadcasts on the Rada channel and to publish agendas in advance to increase transparency and trust in the Parliament.

On September 1, the Verkhovna Rada registered draft resolution No. 13719 regarding the restoration of live broadcasts of open plenary sessions, with the aim of making the Parliament’s work more transparent and improving interaction with the media.

On September 4, the Verkhovna Rada adopted Resolution No. 13719, which provides for the restoration of live broadcasts of parliamentary sessions on the Rada channel. The document outlines the implementation procedure: regular broadcasts on designated days, ensuring online access, and creating an electronic archive for citizens.

This step is seen as an important signal of the Parliament’s transparency and response to the demands of citizens, the media, and international partners. Restoring live broadcasts could strengthen the accountability of the legislative body and bolster trust in the Parliament, demonstrating a willingness to operate more openly and accountably.

Prospects for Open Parliamentary Work

The introduction of regular online broadcasts and an electronic archive will provide citizens with convenient access to meeting materials, allow tracking of the discussions and decisions, and for the media this means a faster and more accurate channel for covering events. Such steps contribute to increasing transparency and trust in the legislative process, as well as strengthening interaction between the Parliament, society, and international partners.
