White House Unveils Ambitious 20-Point Gaza Peace Plan to End Conflict

In the White House, a new Gaza peace plan was unveiled, based on twenty points and aimed at accelerating the end of the nearly two-year conflict. The idea was revealed during a meeting between the U.S. president and Israeli Prime Minister Benjamin Netanyahu, and Washington stressed that Israel would receive a green light for further actions only with Hamas’s consent.

The main part of the plan focuses on an immediate cessation of hostilities after the parties reach an agreement and on a hostage exchange with Hamas demilitarization. Under this proposal, the release of hostages – both alive and dead – is planned within 72 hours after the confirmation of the agreement, and Israeli forces will withdraw to the agreed line, preparing for the exchange.

Under the terms of the plan, Israel is to release 250 prisoners serving life terms and 1,700 Gazan residents detained after October 7, 2023, including all women and children in this context. For every Israeli hostage whose remains are released, Israel will also hand over the remains of 15 dead Gazan citizens. Such steps mark one of the boldest hostage-exchange commitments in the modern history of the conflict.

The plan also contemplates creating a temporary international body the Board of Peace, headed by Donald Trump, and forming the International Stabilization Force (ISF) to deploy immediately in Gaza and support Palestinian police units under control. It also envisions coordination with Jordan and Egypt and a gradual transition from direct control to a stabilizing presence of international instruments on the ground.

According to the proposal, the future governance of Gaza should be based on two levels: an international body and a technocratic Palestinian committee, which ensure daily service delivery and the functioning of municipalities under the supervision of the new international transitional body. Hamas and other related groups in the future should not have a role in Gaza’s governance, and full demilitarization should be carried out under the supervision of independent monitors.

Prospects for peace and challenges

Analysts note that the proposal is ambitious, but its implementation requires close coordination between the United States, Israel, and regional partners, as well as reliable international monitoring of demilitarization and the execution of the exchange. The plan’s success will depend on trust between the parties and the willingness of the international community to provide lasting support and oversight.

The new peace roadmap threatens the regional status quo, yet at the same time offers a chance for stabilization through transparent oversight mechanisms and accountability. If the sides reach an agreement and are able to ensure the implementation of the understandings, this could become an important step toward a long-term cessation of the conflict.
