Zelensky Outlines Ukraine’s Long-Range Weapons Production and Export Plans

On Monday, September 29, 2025, the President of Ukraine, Volodymyr Zelensky, held a meeting of the Technological Stavka, where long-range weapon needs for the near term were discussed. The main goal of the meeting was to formulate a plan for contracts and production to ensure that the country’s arsenals were fully provisioned with resources.

The head of state also announced progress in the field of controlled export of Ukrainian weapons, with emphasis on surplus items. This approach allows attracting additional financial resources for the production of scarce items and those that demonstrate high effectiveness on that front. Export platforms have already been agreed in four regions of the world – the United States, Europe, the Middle East, and Africa, and in the near future it is planned to sign the relevant agreements.

Manufacturers of Ukrainian long-range weapons also took part in the meeting. The main issue was production volumes. The Ministry of Defense of Ukraine and other government agencies, the defense and security forces, as well as leading drone and missile manufacturers, participated in discussions of actual capabilities and future needs. The discussion featured various assessments of the potential and the real capacity of enterprises.

Plans for the future and an export-oriented strategy

Now the main emphasis is on expanding production, as current capacities are not yet fully utilized. The state continues to support manufacturers and coordinate actions with partners for stable financing and order fulfillment, so that Ukraine’s defense industry is ready to respond to any challenges.

According to the president, such a strategy should strengthen the country’s defense potential and ensure export stability in the long term, which, in turn, enables rapid and effective responses to threats and maintains a stable level of equipment deliveries to the front.
