Zelensky unlawfully appointed Bohdan to head Presidential Administration
On May 21, 2019, the newly elected president Volodymyr Zelensky appointed Andriy Bohdan the head of the Presidential Administration, violating the law on ‘lustration’.

Andriy Bohdan, the lawyer of oligarch Ihor Kolomoiskyi, from March 17, 2010 to March 5, 2014 held the position of government commissioner for anti-corruption policy, which is the subject to lustration.

The law of Ukraine ‘On purification of power’ stipulates that lustration is a prohibition established by this law or a court decision on certain individuals to hold certain positions (except for elected ones) in state authorities and local governments. Such a prohibition is valid for 10 years from the date of entry into force of the law (October 16, 2014). The position of the head of the Presidential Administration, to which Bohdan was appointed, is subject to this law.

Thus, Bohdan could not be appointed head of the Presidential Administration and Zelensky’s decree № 304/2019 of May 21, 2019 was issued in violation of the above law.
