Doing this, the head of the state violated the provisions of Article 10 of the Constitution of Ukraine.

  2. June 15, 2019 at the festival ‘Free Mariupol’;
  3. July 5, 2019 in Kramatorsk;
  4. July 17, 2019 in Mykolaiv;
  5. December 31, 2020 during the New Year’s greeting.
  6. February 5, 2021 in a video on the imposition of sanctions against TV channels ‘112 Ukrain’”, ‘Newsone’ and ‘ZIK’;
  7. April 20, 2021 in a video about the security situation in the country.

 

The issue of the mandatory use of the Ukrainian language by public authorities was the subject of consideration by the Constitutional Court of Ukraine in case № 1-6 / 99.

The CCU concluded that the provision of Article 10 of the Constitution of Ukraine, according to which ‘the state language in Ukraine is the Ukrainian language’, means that public authorities must use in exercising power only the Ukrainian language.

The verdict of Constitutional Court is mandatory, final and cannot be appealed.

 

Therefore, Zelensky’s public speeches in Russian is a violation of Article 10 of the Constitution of Ukraine.
